Buying Property in Singapore as a Foreigner? Start With the Financing.
A Singapore mortgage may be available to foreign buyers, but the property you can buy, stamp duties, income assessment and bank requirements can differ from a local buyer's experience. Work out the financing before you commit to the property.

Before the mortgage
First check whether the property itself is open to a foreign buyer.
Financing is only useful if you are legally able to acquire the property. For most foreign buyers looking at private homes, a condominium or apartment is the simplest starting point.
Generally no SLA approval needed
A foreign person can generally purchase a condominium unit or flat unit without approval under the Residential Property Act.
Approval is required
Landed residential property is restricted. A foreign buyer must obtain approval from the Controller of Residential Property.
Separate eligibility rules apply
Do not assume the private-property rules apply to HDB flats or Executive Condominiums. Check the relevant HDB eligibility requirements first.
Can a foreigner get a Singapore home loan?
Yes, potentially. But nationality is only one part of the bank's assessment.
Banks decide whether to lend after reviewing the applicant and the property. A foreign buyer should expect the lender to look closely at income, existing debt, employment, loan tenure, property value and the documents supporting the application.
Where and how you earn matters
A buyer employed in Singapore presents a different income profile from someone whose salary, business income or assets are entirely overseas. Exact treatment varies by lender.
Existing commitments still count
The lender assesses the mortgage alongside recognised debt commitments. Do not assume an overseas loan disappears from the financial picture simply because it is outside Singapore.
The bank assesses the asset too
Financing is normally based on the lender's accepted property value and applicable LTV rules. A higher purchase price does not automatically produce a larger loan.
Expect to prove the income clearly
Depending on the application, a bank may ask for identification, employment or business-income evidence, bank statements, debt information and property documents. Exact requirements differ by lender.
Residential mortgage limits
LTV and TDSR still shape the size of the mortgage.
Foreign buyers are not exempt from Singapore's residential mortgage framework. For an individual taking a bank loan, the applicable LTV depends in part on how many housing loans are already outstanding and the loan's tenure.

Current residential bank-loan LTV figures are based on MoneySense guidance updated 1 July 2026. The lower LTV applies when the relevant loan tenure or age condition is triggered. Final financing is subject to the lender's assessment.
55% is the current threshold
Total monthly debt commitments should generally remain within 55% of gross monthly income under the current TDSR framework.
Bank assessment still matters beyond the ratio
The published TDSR limit does not guarantee a loan amount. A lender still decides what income it accepts, how it verifies it and whether the overall application meets its credit criteria.
The cost foreigners cannot ignore
ABSD can be larger than the mortgage downpayment.
Before comparing mortgage rates, calculate the stamp-duty position. For many foreign buyers, Additional Buyer's Stamp Duty changes the cash requirement dramatically.
Current standard ABSD rate for foreigners buying residential property
For residential property acquired on or after 27 April 2023, the current standard ABSD rate for a foreign individual is 60% of the higher of the purchase price or market value. BSD is payable separately.
60% is not universal for every foreign nationality
Under qualifying Free Trade Agreement remission rules, nationals and permanent residents of Iceland, Liechtenstein, Norway or Switzerland, and nationals of the United States, may receive the same ABSD treatment as Singapore Citizens where the conditions are met.
Buyer profiles can change the duty calculation
Joint purchases involving buyers with different residency profiles require careful checking. IRAS generally applies the highest applicable ABSD profile to the entire residential property value, subject to available remission rules.
Stamp duty rules can materially affect whether a purchase is sensible. Check the current IRAS treatment and obtain legal/tax advice where your nationality, residency or joint ownership structure creates uncertainty.
Cash planning
Do not budget only for the mortgage downpayment.
A foreign buyer can have enough income for the mortgage and still underestimate the cash needed to complete the purchase.
Your LTV determines the starting equity requirement
At a 75% LTV, the remaining 25% of the purchase price or accepted property value must be funded outside the mortgage, including the applicable minimum cash component.
BSD and ABSD sit outside the home loan
Do not treat stamp duties as something the mortgage automatically covers. They need to be included in your upfront funding plan.
A bank valuation below the price creates another cash gap
If the lender values the property below your agreed purchase price, financing is not automatically increased to cover the difference.
Do not assume CPF is available
CPF housing usage depends on CPF membership and eligibility. Many foreign buyers purchasing as non-PR foreigners will need to plan the non-loan portion using cash or other eligible funds.
How to approach the bank comparison
Compare the mortgage only after the purchase structure makes sense.
The order matters. Property eligibility and stamp duty can change the purchase before the interest rate becomes relevant.
Check what you can buy
Confirm whether the intended property can be acquired without approval or whether SLA approval is required.
Calculate the full upfront cost
Include downpayment, BSD, applicable ABSD, legal costs and any valuation gap.
Assess likely mortgage capacity
Review income, debt, LTV, TDSR, tenure and the documents available to support the application.
Then compare bank packages
Look at relevant rates, lock-ins, repayment terms and lender conditions rather than one advertised percentage.
Common foreign-buyer situations
The difficult part is often not the interest rate.
These examples are illustrative scenarios, not actual SHS client outcomes.
Expat working in Singapore buying a condo
The buyer may have Singapore employment income and no existing mortgage. Financing could look straightforward, but the purchase still needs to work after the required downpayment, BSD and applicable ABSD are included.
Overseas buyer with strong income but foreign debt
A high salary does not automatically translate into maximum Singapore financing. The lender still reviews existing commitments, verifies the income and decides how the application fits its credit policy.
Foreign buyer interested in landed property
The financing discussion should not start with rate comparison. The buyer first needs to understand the Residential Property Act approval requirement and should avoid committing to a restricted purchase without proper legal advice and the necessary approval.
