Singapore PR Buying a Home? Your Financing Route Depends on What You Buy.
A Permanent Resident buying an HDB resale flat faces a different set of rules from a PR buying a private condo. Start with the property type, then work through HFE, bank financing, CPF, LTV, TDSR and stamp duty.

The important distinction
PR status does not create one single “PR home loan”.
The correct financing route depends on whether you are buying an HDB resale flat, buying with a Singapore Citizen, or purchasing private residential property. Treating all three situations as the same is where planning goes wrong.
PR household buying an HDB resale flat
Pure SPR households can potentially buy eligible resale HDB flats, but there are citizenship-duration, family-nucleus and quota rules to clear first.

PR buying a condo or other private home

If you are buying HDB resale
For an all-PR household, eligibility comes before the mortgage.
HDB's current resale conditions allow an SPR household to buy eligible resale flats under the relevant family scheme, but all SPR applicants and core occupiers must generally have held SPR status for at least three years.

Know the housing and financing position
The HFE process assesses the household's eligibility to buy and provides relevant housing-loan information.
Some SPR households face another check
Non-Malaysian SPR households must comply with the prevailing SPR quota when buying an HDB resale flat.
All-PR households can be eligible
HDB's current family eligibility framework allows SPR households to buy eligible unclassified or Standard resale flats when the applicable conditions are met.
Do not assume the same citizenship rules apply
Resale Plus and Prime flats follow the prevailing new-flat eligibility framework, which requires a Singapore Citizen applicant. An all-PR household should not assume these flats are available under the same rules as a typical Standard resale flat.
A mixed SC/PR household is a different case
If one applicant is a Singapore Citizen, the applicable HDB eligibility, grants and financing position may differ from an all-PR household. Use the HFE outcome rather than applying pure-PR assumptions.
Sort the financing before you exercise the option
HDB states that a buyer using a financial institution must have a valid Letter of Offer before exercising the resale OTP. Build the financing timeline into the property decision.

If you are buying private property
For a PR buying a condo, the bank-loan framework becomes the main financing issue.
Unlike an all-PR HDB resale purchase, a private-property mortgage does not revolve around the three-year SPR HDB rule. Instead, the bank looks at the borrower, existing housing loans, property value, tenure and debt position.

Current residential bank-loan LTV framework: MoneySense, updated 1 July 2026. The lower LTV applies when the relevant long-tenure / age condition is triggered. Approval remains subject to lender assessment.
55% remains the current total-debt threshold
The lender assesses the proposed mortgage alongside recognised monthly debt commitments. A comfortable salary does not override existing debt.
Your OA can form part of the funding plan
Eligible CPF OA savings may be used for private residential property subject to current CPF housing limits and remaining-lease rules.
The purchase price is not always the financing value
If the lender's accepted valuation is below the agreed purchase price, the difference is not automatically financed by a larger mortgage.
Compare more than the first advertised percentage
Fixed or floating structure, lock-in, repricing, partial repayment and future refinancing flexibility all affect the package decision.

Stamp duty for PR buyers
The number of Singapore residential properties you own changes your ABSD.
PR buyers should work out stamp duty before deciding that a property is affordable. The current ABSD rates differ substantially between a first, second and third residential property.

IRAS current rates for acquisitions on or after 27 April 2023. ABSD is calculated on the higher of purchase price or market value. Joint purchases and available remissions can change the final treatment.
A first matrimonial home may qualify for remission
IRAS provides a specific remission route for qualifying married Singapore Citizen / SPR couples buying their first matrimonial home when the conditions are met. Do not assume this automatically applies to every joint purchase.
Overseas homes are not counted for ABSD property count
IRAS states that residential properties outside Singapore are excluded when determining the number of properties for ABSD purposes. The Singapore property count remains the key reference.

Two PRs buying their first resale HDB
The priority is not comparing condo mortgage rates. They first need to confirm HDB resale eligibility, the three-year SPR requirement, quota position, HFE outcome and the financing route available to them.
PR buying a first private condo
The buyer needs to plan the applicable 5% ABSD, downpayment, CPF/cash mix and likely bank financing. Once the amount is clear, actual package terms become worth comparing.
PR already carrying one housing loan
The limiting factor may no longer be income. A lower LTV for the next residential bank loan and the 30% ABSD rate for a second Singapore residential property can change the entire purchase budget.
